🚨 Parliament Summons Phila Phala Whistleblower for Hearing on Rhoode Perjury Allegations
JOHANNESBURG — Parliament’s Portfolio Committee on Police, chaired by Ian Cameron, has invited former Crime Intelligence analyst Warrant Officer Philasande Dotyeni to appear before the committee on 30 September 2026.
The hearing is scheduled to take place from 08:00 to 12:00, where Dotyeni is expected to give evidence relating to the controversial investigation into the Phala Phala farm robbery and allegations surrounding the conduct of senior SAPS officials.
Dotyeni previously opened a criminal complaint against Major-General Wally Rhoode, head of the SAPS Presidential Protection Unit, alleging perjury in relation to statements Rhoode made under oath concerning the Phala Phala investigation.
The case was reportedly opened at Rosebank SAPS on 7 September 2026.
At the centre of Dotyeni’s allegations is Rhoode’s account that he informed the late Lieutenant-General Sindile Mfazi about the Phala Phala robbery and was instructed by him to investigate the matter.
Dotyeni disputes that account.
He has reportedly examined Mfazi’s SAPS pocketbook and diaries and maintains that the records do not support Rhoode’s version of events. According to Dotyeni, the documentation instead indicates that the late senior police officer was informed about the Phala Phala robbery by former intelligence boss Arthur Fraser.
The allegations could have significant implications because Rhoode’s account concerning his interactions with Mfazi has featured in explanations surrounding the police investigation into Phala Phala.
Dotyeni previously appeared before Parliament’s ad hoc committee investigating the Phala Phala matter, where he also provided evidence concerning the circumstances surrounding Mfazi’s death and the investigation into the alleged misuse of police resources.
